Issue: Windows 10 Settings not Opening Working since I installed windows 10 on my PC (it was a force install using the media creation tool), I can’t open settings on Windows 10 PC. it crashes as soon as it opens up. Sometimes clicking the Settings icon launches the Store app instead of Settings app.

Fix Windows 10 Settings not Opening

As the problem started after a recent upgrade or install the latest updates there may be any update bug causing the issue. Or sometimes corrupted system files, or Corrupted user account profiles cause this issue. Microsoft is aware of this issue and released a troubleshooter, which you can safely use to fix the problem.

Simply visit https://aka.ms/diag_settings and download the troubleshooter. Click the downloaded file and run/open it. You may be presented with a security dialog to allow the file to run, choose YES. The diagnostics should run to fix the issue. After complete, the process Restart windows and check windows 10 Settings working properly.

Run SFC Utility: open command prompt as administrator, type sfc /scannow and hit enter key to run SFC utility which scans for missing corrupted system files, if found any the SFC utility restore them from a compressed folder located %WinDir%\System32\dllcache After that restart windows and check it helped to fix windows 10 Settings app?

Run DISM command: If SFC scan results windows resource protection found corrupt files but was unable to fix some of them. Then Run the DISM command dism /online /cleanup-image /restorehealth to repair the system image. After that again run the SFC utility and restart windows check it helped?

Reinstall and Re-Register Windows Apps

The Settings app in Windows 10 is counted among the official built-in Windows apps, so reinstalling it should fix whatever problems you may have with it. To do this, open the PowerShell (Right-click on the start menu and select Powershell (Admin)), and enter the following command:

Get-AppXPackage | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register “$($_.InstallLocation)AppXManifest.xml”}

Re-register the missing apps using PowerShell

That will re-register and reinstall all Windows apps, hopefully getting the Settings app (and others) back to full working order. Restart windows and check on the next login Settings app working properly.

This is the solution that worked for me to fix Windows 10 Settings, not Opening Working. Simply create a new user account by following the steps below, Which creates a new user profile with a new setup.

Click the Start menu, type,cmd right-click Command Prompt, and then click “Run as administrator.” In the Command Prompt type the following command but with the username and password that you want to create for the new administrator account:

net user newusername newpassword /add

create new user account

You should see the message “The command completed successfully” to inform you that the account has been created. so  username = Admin   password = p@$$
Now perform the command below to make this user account an administrator

 net localgroup administrators Admin /add

After that Sign out of your current account and login into the new user account. Try accessing the Settings app, and it should now be working. If yes the next step is to transfer your files from your old Windows account to your new one. Navigate to your old user account in File Explorer (C:/Users/old account name by default), and double-click it. Then copy and paste all the files from that account to your new one (located at C:/Users/new username by default).
